Environmental cleanliness is a shared responsibility, yet some members of the public and university students still leave it entirely to cleaning workers. This situation increases the workers’ burden and shows that the value of Indonesian Unity, the third principle of Pancasila, has not been fully practiced in daily life. This study aimed to describe cleaning workers’ experiences in interacting with the public, the level of concern shown by the public and students toward environmental cleanliness, and the factors behind low concern, and then to formulate an idea-engineering solution. A descriptive qualitative approach was used. Data were obtained through interviews with cleaning workers, observation, and the mini project activity “Bersih Bersama, Bersatu Bersama” (Clean Together, United Together), and were analyzed descriptively into thematic findings. The results showed that interactions between cleaning workers and the public were generally good, but the level of concern varied: some people were caring, especially in neighborhoods that regularly held community clean-up work, while others still littered. The contributing factors were low awareness of shared responsibility, insufficient habit formation, a lack of facilities and reminder media, limited appreciation for cleaning workers, and the absence of a routine movement. As a solution, the “10-Minute Environmental Care Movement” was formulated, inviting people to spend 10 minutes each day cleaning their surroundings, supported by outreach, the provision of waste bins, posters and social media, and periodic evaluation. The idea is simple, low-cost, and sustainable, and it puts the third principle of Pancasila into practice through mutual cooperation (gotong royong) and respect for cleaning workers..
